The previous referee is satisfied with the subject matter, but is not convinced the Philosophical Transactions is the best place for publication. Alfred Charles Glyn Egerton thinks the Transactions of the Royal Society of South Africa would be the best place for publication, but there are no funds available for subsidising publication there.
