Sectional committee: Mathematics

Recommended for publication in Proceedings, in full. The author hasn't obeyed the new rule about giving all references in alphabetical order at the end of the paper. However, this isn't a good rule with regards to mathematical papers and he hopes the author will be allowed to keep his references in their current form.
