Description

Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. Suggests reducing the first thirty pages, which in reduced form might make a good introduction to a series of experiments which if conducted would be worthy of publication in the Philosophical Transactions. Refers to work by Rudolf Kohlrausch. Suggests the paper be returned to the author with the recommendation to conduct the experiments referred to in the conclusion.
