Recommended for publication in the 'Philosophical Transactions of the Royal Society'. Has formed an opinion on the paper independently of the other referees, having seen the paper before it was submitted to the Royal Society. Is not familiar with the views of Robert Wilhelm Bunsen as mentioned by Alexander William Williamson [RR/5/84]. Agrees with the author that diffusion and effusion are distinct processes. Suggests the author should consider whether the appendix is too speculative for publication at present. The paper itself is a priority for printing.
