Recommended for publication in the 'Philosophical Transactions of the Royal Society'. Considers the paper to be off-topic in places. Refers to work by Robert Willis, who was on the Commission on Railway Structures for 1848, from which the author repeats much information; as such, it will be left to Robert Willis to comment on this part. Suggests the author's discussions on work undertaken by the Railway Department of the Board of Trade are interesting, they are probably not suited to a publication of the nature of the Philosophical Transactions. Suggests the publication be limited to the experimental details.
