Recommended for publication in the 'Philosophical Transactions of the Royal Society'. Considers the paper more similar in style to an encyclopedia entry than a Royal Society paper. Refers to work by Dulery [?] and Petit [?]. The paper is very long, but cannot se a way of reducing it without asking the author to re-write; considering the reputation of the author and the fact that the paper has already been translated onto English, advises against a re-write.
