Description

Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. Cannot add any further comments to his previous report, and concurs with the ote by Arthur Cayley on 11 April [RR/5/200]. The remarks of the second referee [RR/5/189 or RR/5/190] do not take reciprocity into account. Finds the notes on 10 and 12 April by the author to weaken his case. In a private postscript, suggests it would be best if the author withdraw his paper, or if not, to publish with modifications. Another mathematician has published an attempted proof in the Berlin Academy publications. Refers to work by Joseph-Louis Lagrange.
