Recommended for publication in Proceedings, in full. It is a valuable contribution, but the writing 'leaves much to be desired'. The introduction is diffuse and unnecessary and should be replaced with a few brief paragraphs. Various spelling errors should be fixed. The paper requires careful editorial revision.
