Recommended for publication in the 'Proceedings of the Royal Society of London', if modified and condensed. The observations and results are important, but the presentation is poor, making the paper unsuitable for publication by the Royal Society. Suggests starting the paper with a short, clear statement of the problem investigated. Suggests the paper be rewritten with the guidance of someone familiar with writing for the Proceedings. Refers to a recent report on a paper by Chiong, which is in a similar state to the current paper, in that the author has published on the subject previously.
