Not recommended for publication in the 'Proceedings of the Royal Society of London'. The paper requires complete reconsideration. Part I deals with experimental work, and part II is theoretical. Finds the theory insensible, with the formulae on which the theory is based to be inconsistent with the experimental results. Provides thorough criticism of the theories presented in the paper. The authors have not discussed any theories except the one they present in the paper. The theory appears to have been constructed prior to the conduction of experiments. Faults appear to have been passed over in silence by the authors. Discusses the physics of the theory. The authors should more clearly state which relations are assumed and which are derived.
