Sectional Committee: Engineering Sciences

Not recommended for publication in the 'Proceedings of the Royal Society of London'. The first half of the paper is a slightly modified reproduction of an earlier paper by the author, published in the Philosophical Magazine for 1924. Some of the discussion seems new, and builds on the earlier work. Suggests the new sections be published in the Philosophical Magazine, to avoid the repetition of the earlier section.
