Recommended for publication in the 'Proceedings of the Royal Society of London', once rewritten in shorter form. The subject area is undeveloped, so theories are of importance if supported by facts. The proposed theory is no less speculative than others published by the Royal Society. Suggests omitting the part dealing with ratios of the number 24, with gives no real conclusion. Suggests omitting other sections which, although interesting, are not essential to the real subject of the paper. Suggests printing the tables.
