Has read the paper alongside the previous one by the same author, and a note by Robert John Strutt, 4th Baron Rayleigh. The author should be more definite in defining the natue of the discharge. Suggests Robert John Strutt, 4th Baron Rayleigh be asked for his views on the paper.
