He agrees with the conclusions of the paper but the author has 'done himself a disadvantage' by not taking into account Lord Rayleigh's principle. He doesn't want to fill out the printed form yet and would referee not to act as a referee at all. He will take no further steps until he finds out the views of F E Smith.
