No clear statement regarding publication in the 'Proceedings of the Royal Society of London', as is reluctant to give an opinion. Suggests the paper be sent to James Chadwick. Finds the analysis to be lacking attention to energy contributions. Gives criticism of the write up, and there some areas require further expansion.
