Recommended for publication in the 'Proceedings of the Royal Society of London'. Finds the criticism of the previous referee irrelevant. Suggests some improvements that could be made to the paper, including adding a 'carefully written introduction' for the benefit of general readers of physics, clearer explanation of the criticisms of other works and fuller explanation of the authors' previous papers, without assuming the reader has access to them.
