Not recommended for publication in the 'Proceedings of the Royal Society of London'. Considers the paper more suitable for the Philosophical Magazine, as a continuation of a previous paper by the same author, but will concur if the second referee thinks it should be published in the Proceedings 'as it seems like a borderline case'. 'It is a record of work caried out with care but devoid of special merit'.
