Recommended for publication in the 'Proceedings of the Royal Society of London'. Doubts the originality of much of the paper. Refers to work of Ford [Lester Randolph Ford?], George Neville Watson and Arthur Cayley. Suggests the author should reconsider the paper in relation to others. Otherwise, suggests the paper should be shortened and made more concise.
