Not recommended for publication in the 'Proceedings of the Royal Society of London'. The paper treats the subject with undue elaboration, without presenting any new fact or advance. Doubts 'the wisdom of encouraging papers by non-Fellows on topics that lie outside the group of subjects to which Proceedings A is chiefly devoted - namely Mathematical Physics, Experimental Physics, and Physical Chemistry'.
