Description

Referee has doubts about whether the paper should be published in Philosophical Transactions. He is inclined to believe that the paper would be better suited to a mathematical journal. Although, since Arthur Cayley is involved with the paper, the referee thinks this must make it suitable for publication, as he holds Cayley's opinion in high regard.
