Not recommended for publication in the 'Proceedings of the Royal Society of London'. Most of the recommendations from the first report [RR/49/79] have been followed and the paper amended. Gives detailed criticism of the formula of reduction. Finds the authors' unwillingness to obtain further experimental evidence disappointing, as without this 'it is impossible to make sound inferences'.
