Recommended for publication in the 'Proceedings of the Royal Society of London'. The paper is based on already known facts, and the points raised are not new, but are sound. 'The greater part of the paper is critical rather than constructive'. Would have advised against publication, but the Royal Society has recently published some papers dealing with points raised in the current paper.
