Not recommended for publication in the 'Proceedings of the Royal Society of London'. Refers to work of Harold Jeffreys. The differing sides of the argument are no longer advancing anything new. It may be time to take steps 'to apply the closure to this controversy'. Recommends the paper be declined, thinks the recent acceptance of another paper by the same author 'may soften the blow'.
