Not recommended for publication in its present form. A similar paper by S F Evans has been published in Proceedings and the author has obviously not seen it. One of the two authors must be wrong and an independent and laborious study must be undertaken to find out. The paper should be returned to the author and he should read S F Evan's paper which may make him reconsider his analysis.
