No clear statement regarding publication in the 'Proceedings of the Royal Society of London'. The paper is purely discursive, with no description of the experimental method given. The paper is 'flimsy and lacking substance'. Does not like to turn the paper down outright, but would suggests further investigation and work is needed before the paper is good for publication.
