Apologises for his late reply, as he was on a yachting holiday, then was busy with university work when he returned. Recommended for publication in Philosophical Transactions, in full. He doesn't believe the author has met with the modifications he suggested. He still supports the paper but he doesn't 'necessarily endorse the author's statements'.
