Not recommended for publication in the 'Proceedings of the Royal Society of London'. The paper is too indefinite, and issues with the experimental method and apparatus are not addressed. Has ot read the second part, but as it is based on the uncertain work in the first part, this should not be published either [RR/31/18]. Gives a thorough criticism of the paper and experimental method and interpretation thereof.
