Description

Recommended for publication in the 'Philosophical Transactions of the Royal Society'. The author has adopted suggested changes and attached a valuable addition. Refers to notes on the paper made by William Thomson, 1st Baron Kelvin. Could not find figures 4 and 8 in the draft paper. Figures ought to be printed.
