Not recommended for publication in Philosophical Transactions or Proceedings, although if it is decided the paper is to be published, it should be within Proceedings. The author should have made sure that 'all other courses of divergence have been eliminated' before drawing such a revolutionary conclusion. The paper 'takes up too much space' and the text should be rewritten.
