Not recommended for publication in the 'Proceedings of the Royal Society of London', unless extensive modifications are made, which will be extensive enough to warrant treatment as a new paper. Suggests the assumptions made in the course of the work should be more fully stated. The paper repeats a lot from earlier papers, and the treatment is 'slipshod'. If the referee were in the author's position, he would withdraw the paper. Gives thorough criticism of the methods and calculations in the paper.

Addendum, 22 January 1922. The author has met the suggestions of the referee adequately with his new introduction. Recommends the paper for publication in the Proceedings.
