Not recommended for publication in the 'Proceedings of the Royal Society of London'. Refers to work by Siméon Denis Poisson, James Clerk Maxwell, Gustav Kirchhoff, William Thomson, 1st Baron Kelvin, Arthur Cayley, Alfred George Greenhill and Ernest Barnes. The current paper does not add anything new to the subject. Hopes the paper might be published elsewhere, 'and think it should be made clear to the author that no fault is found with it except that it has not the special character which is required of papers accepted by the [Royal Society]'.
