Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. The assumptions made in the paper 'appears to vitiate the whole of the author's calculation'.

Attached letter from Arthur Lapworth corrects a mistake he made in the calculations in the report. Dated 13 November 1914. Endorsed on recto as received 18 November 1914.
