No clear statement regarding publication in the 'Proceedings of the Royal Society of London'. Considers the paper 'vague and sketchy' and 'cannot feel any enthusiasm' for it. Cannot make a judgement on the paper as a chemist, but as a physicist would be surprised if the conclusions turned out to be true. If published, the author should be asked to 'explain his analysis more clearly'.
