Recommended for publication in the 'Philosophical Transactions of the Royal Society'. Has not seen the envelope of images referred to. Considers the paper too condensed. Is not familiar enough with current mathematical research to know which parts are novel. Suggests his method for eliminating the 'raw effect'.
