Recommended for publication in Philosophical Transactions, although the referee isn't well informed on the subject matter, so the other referees' reports should be taken into consideration. States that the author has 'effected some important extractions in the analysis leading to more formal conclusions', although he believes that the value of the paper would be increased if it were to be re-written.
