Recommended for publication in the 'Philosophical Transactions of the Royal Society'. Refers to work by John William Strutt, 3rd Baron Rayleigh, William Thomson, Lord Kelvin and Arthur Schuster, on whose work the current paper builds. Suggests most of the paper should be printed, to aid clarity, but some parts can be omitted. Suggests changing the word 'radiation' for 'scattering' in the title.
