Recommended for publication in the 'Proceedings of the Royal Society of London'. 'I cannot recommend the paper for publication or even for reading'. Refers to work by Fischer [?] on Young's Rule in 1868, a calculation which required correction. Observations and calculations based on it 'must be regarded as irrelevant'.

Endorsed on verso as received 28 November 1912.

Note by Joseph Larmor, dated November 27, asks if the paper, for illustrative purposes, might be suitable for a geological journal, as opposed to 'a rigorous up-to-date collection like the Proceedings'.
