Not recommended for publication in the 'Proceedings of the Royal Society of London'. Considers the paper incomplete, long and the bibliography 'a waste of time'. Suggests the author write a short description of the instrument with a few illustrations, which might be suited for the Proceedings. The instrument is practical and a published description would be useful.
