Recommended for publication in the 'Proceedings of the Royal Society of London'. Has 'recently served as referee on the qualifications of Mr. Snow for the London. P. Soc. [London Physiological Society?]'. Had to state that as a referee, did not feel competent to judge some of the submitted papers. The paper current under review is one of those papers. The subject presents difficulties, but it is important and deserves to be well-known. Karl Pearson vouches for the 'soundness' of the mathematics.
