Not recommended for publication in the 'Philosophical Transactions of the Royal Society', suggests publication in the Proceedings instead. Suggests omitting the first, mathematical part, and reducing part four. Considers the paper too long, especially when the author's previous publications are taken into account, parts of which the current paper reproduces.
