Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. Suggests the paper is not sufficiently important for the Transactions, but could be published in the Proceedings. The author should not quote from textbooks, instead they should quote from the original paper. Suggests omitting some of the figures and reducing the length of some of the tracings.
