Recommended for publication in Philosophical Transactions. Elliott understands that his opinion is especially desired on the extent of publication (in full or in part) and whether modifications are desirable. He thinks the author could re-write the paper without seriously marring it, in such a way that it would print on six to eight fewer pages. The author may for instance have stated his main argument as to replace some of it by quotation from Zorowski and he may have saved space by omitting the description of methods. Thinks it would be unreasonable to impose on an author a condensation which would be no improvement, and a style of presentation unnatural to himself, unless the principle had to be adopted that economical reasons require papers published in Philosophical Transactions to contain only 'bald essentials'.
