Recommended for publication in Philosophical Transactions in full and without modification. There are no illustrations but all the tables of statistics should be published. The paper is concerned with the formal peculiarities of the statistics themselves and not with the matter of the statistics. The paper is concerned with a novel experiment which elicits a new fact of considerable importance. The paper is not controversial. Whitehead gives his definition of a controversial paper and notes that in other senses every advance in knowledge is controversial and the most important advances have provoked the fiercest controversies.
