Recommended for publication in Philosophical Transactions. The ideas are novel and the results certainly an advance in knowledge. The paper would admit of condensation to the size of a Proceedings' paper. Regarding modification he thinks the paper too diffuse and provides examples of this padding. There are many opportunities for condensation. A little expansion of section five, page 28-32, is desirable if it is possible to show how instability sets in when the conditions of stability are not satisfied. The figures ought to be reproduced. In general he thinks the mathematical conclusion reached seems to have a good deal of interest and may prove to be very important in the development of flying machines. For this reason he thinks the Philosophical Transactions might be a more appropriate medium of publication than 'Proceedings, though its length, especially if condensed, would point to the latter.
