Recommended for publication in Proceedings. Lamb thinks the paper should be published in full but considering that the assumptions made are empirical and to some extent provisional and that there is no particular element of novelty in the mathematical method, he recommends publication in Proceedings rather than Philosophical Transactions. Does not discuss modification or illustrations. The paper deals with an interesting technical problem by well known and straightforward methods, and should certainly be published in some form. The fundamental assumptions are however provisional and likely to be modified to some extent by further experience.
