Recommended for publication in Philosophical Transactions. It contains a full and elaborate statement of the conclusions to which the author has been led as the result of his ten years or more of work on the subject. Explains why he thinks the paper should not be abridged or modified and does not discuss any illustrations. Scott personally thinks the author's main theory of the origin of the plant in Pteridophyta by sterilization of spore-producing tissue to be fundamentally mistaken, a fact which may possibly add some weight to his opinion in favour of its being published in full.
