Sectional Committee: Physics and Chemistry

Recommended for publication in Philosophical Transactions'. The paper needs more revision before it goes to the printer. Illustrations are not discussed. Rayleigh does not follow the author's views in all respects, but considers that the paper is original, and plausible enough in its conclusions to warrant publication.
