Recommended for publication in Philosophical Transactions. It would be difficult or impossible not to publish it in full and the illustrations 'should be introduced'. In general the paper contains much of a controversial nature, but the author probably regards an exhaustive destructive criticism of an opposite theory as necessary to his argument.
