Not recommended for publication in Philosophical Transactions. Suggests an abstract should be printed in the Proceedings, without essential modification. The attached manuscript may be sent to the author [not attached]. Illustrations are not discussed. In general the paper contains an outline of a theory of refraction which may be worth testing but it is not written out satisfactorily. The close numerical agreement between the theory and experimental results which is used to support the theory is an agreement between the results of the experiments and a formula derived from the theory by the aid of subsidiary assumptions and by analysis which contains several errors. If the author rewrites his paper, the new paper should be treated as a new paper.
