Though he and Augustus Edward Hough Love differ in their recommendations regarding Taylor's paper, the differences between their estimates of the paper are not very great, in Sampson's opinion.
Sampson would like to add to his own remarks an endorsement of Love's criticism on the torsional effect on the cromatic circle. The paper is practical in its intention, and apart from practical applications the matters dealt with are not worth 'an hours attention by anyone'. For practical purposes Sampson thinks he and Love agree that straight forward developments are the most useful and suggestive. Not many of the results are new and they should not be published without full reference to what has been done elsewhere. Explains that he took into account to some degree [when writing his referee's report] that the paper was the expression of the methods of a known expert.
If the paper is not to be published substantially in full it had better be withdrawn and published elsewhere as it does not lend itself well to condensation.
